Appropriations, annexation ordinances introduced at council meeting

SIDNEY — Ordinances for supplemental appropriations for 2016 and the annexation of property to the city of Sidney were introduced during Monday’s Sidney City Council meeting. A public hearing was also held dealing with the proposed annexation.

The first supplemental ordinance deals with authorizing funds for various projects for the 2016 budget year. The ordinance would increase the 2016 appropriations by $3,188,048, said Ginger Adams, finance officer.

Adams said the items are “housekeeping issues” re-appropriating projects included in the 2015 appropriations but not spent or encumbered by Dec. 31, 2015. Re-appropriating the amounts in 2016 will allow the projects to move forward this year.

The largest appropriation, she said, deals with the water reserve fund, which will see an increase of $2,800,935. These funds will now be available for expenditures of the new water source not paid for by the Ohio Water Development Association loan proceeds.

The stormwater improvement fund would increase by $104,000. This is for the stormwater improvements to Starrett Run on Water Street.

The capital improvement fund would increase by $287,663, which includes facilities improvements at city hall and Municipal Court, $174,442; streets, traffic and bridge improvements, $61,821; parks improvement, $12,920; other project, $11,000, for a total of $260,163 projects re-appropriated.

One new capital project request was added to the supplemental appropriations. The Ross Covered Bridge needs to be re-roofed with wood shingles. The estimated cost is $27,500. Three bids will be received for the project.

Funds were reduced in indigent driver interlock and alcohol monitoring fund, $1,000; indigent driver alcohol treatment – surplus fund, $635; and E-share federal forfeitures fund, $2,915.

A second ordinance for supplemental appropriations dealt with a request from the convention and visitors bureau fund. The Sidney-Shelby County Chamber of Commerce, which is the acting agent for the local convention and visitors bureau, requested an additional $7,000 to be added to its 2016 budget.

The annexation of 25.249 acres of land on the north side of Fair and Schenk roads was introduced via an ordinance. The request was made by Trent Snavely on behalf of Charles Cole. If approved, the city would provide city services to the property.

The public hearing was held for the establishment of zoning for the Cole annexation. The zoning plan recommends the establishment of an I-2 general industrial district for the entire annexation area.

All four four ordinances will be discussed further at the Feb. 22 council meeting.
