In the July 6 issue of the Sidney Daily News, it was reported in the City record that Charles Blankenship, 54, of Sidney, was arrested and issued a summons for having an open container in a motor vehicle and charged with possession of drugs and possessing criminal tools.

According to the police report, he was only charged with having an open container in a motor vehicle. The police department is waiting for test results from items found in the vehicle.
