The American soldier is among the most loyal of voters, according to longtime Shelby County Board of Elections Director Jeanice Bernard. She noticed that from the time she started work with the board in 1952. Through the Korean and Vietnam wars, Mrs. Bernard realized the patriotic commitment of the American soldier to the most basic and important right in a free society; the right to vote. And it was a labor of love for her to search through old board of elections records in the courthouse attic to uncover absentee ballot information dating back to the Civil War. Of these records one can see postmarks from some familiar sites in Civil War history, such as Vicksburg and Chattanooga.
