SIDNEY — A rezoning request of three lots on Target Drive from the I-1, light industrial district, to a B-2, community business district was considered by the Sidney City Council during its Monday evening teleconference meeting.
A public hearing was held in conjunction with the introduction of an ordinance for the rezoning request of David Messler, on behalf of First Troy Development, of three lots on the east side of Target Drive, north of West Russell Road, from the I-1, light industrial to B-2, community business district. No members of the public spoke during the hearing.
The lots are currently undeveloped, said Barbara Dulworth, community development director, and are located in the city’s policy area No. 4. Recommendations include the continued support of commercial and light industrial uses in this area, she noted. The zoning is in compliance with the recommendations of city of Sidney’s comprehensive plan.
Dulworth said the rezoning to a B-2 district would not conflict with existing and proposed surrounding uses and is compliant with the long-range plan for the area, as outlined in the comprehensive plan.
The rezoning request will return City Council for further consideration at its March 22 meeting.
Council was also introduced to three other ordinances, and they are:
• To assess the cost of the removal of litter or junk or weed cutting for outstanding invoices through Feb. 8, which remain outstanding as of March 1. For weed mowing violations, the invoiced amount is the actual cost of the mowing plus $75 for the first weed cutting, $150 for the second cutting and $250 for each cutting thereafter. For junk removal violations, the invoiced amount is the actual cost of the junk removal plus 20%. A total of 21 properties will be assessed a total of $4,853.50 for weed cutting, and another 49 properties will be assessed a total of $12,649.40 for junk removal.
• To amend, enact and renumber the following sections of chapter 351 of the codified ordinances pertaining to parking downtown:
— Section 351.15: Parking in heavy snowfall — Amended to prohibit parking during heavy snowfalls only in those on street spaces within the nine-block area.
— Section 351.17: Use of certain public parking lots — Amended to allow free public parking in certain city-owned parking lots from 5:30 p.m. to 7 a.m. Monday through Friday and all day on Saturdays, Sundays and holidays observed by the city of Sidney.
— Section 351.175: Leased parking in municipal lots — Amended to allow free public parking in leased spaces in municipal parking lots from 5:30 p.m. to 7 a.m. on Mondays through Friday and all day on Saturday and Sundays.
— (New) Section 351.18 is created: Overnight parking: Would amend to codify overnight parking within the nine-block area consistent with the official traffic control map. Other sections are renumbered as a result of this new section.
• To amend the traffic control map to change those downtown parking spaces that prohibit parking during the hours from 1 to 5 a.m.to during the hours of 3 to 5:00 a.m. This would designate all the spaces downtown with the same restriction.
These ordinances will also return to City Council for further consideration on March 22.
In final business, City Council went into an executive session to discuss he purchase of public property for public purposes. Council also held a special meeting immediately prior to its regular meeting to hold an executive session to consider the employment of a public official/employee. No action was taken by council when members emerged from either session.
